Two teenagers were attacked in the car park on Beach Road, near Marine Parade in Southend last night at around 7.40pm.
One teenager remains in a serious condition in hospital.
At the scene today, a forensics team has been investigating various points around the car park, with the entrance sealed by police vehicles.
The incident sparked a huge dispersal order issued for large parts of Southend.
John Whybrow, 73, who lives on Beach Road, said he saw a huge ambulance presence.
He said: "Ther were about two ambulances here and I didn't know if it was anything to go by, but in the car park on the seafront there was a helicopter there.
"I came past at about 8pm, I picked up by wife from work.
"They were already here by the time I got back.
"I've only been here for about two years, you just don't expect anything like this.
"I walked by wondering what has happened, it just doesn't bear thinking about."
A resident of Beresford Road, behind the site where the attack happened, said: "It was about 8pm, and I saw the air ambulance flying overhead.
"I didn't know what it was at the time."
