He will take on the group leadership alongside new deputy leader of the Labour Group, councillor Anne Jones, who represents Westborough ward.
Mr Cowan said: “It is an honour to be the leader of such a dedicated and passionate group.
“The Labour group has almost doubled in the last five years and that is testament to the hard work of our councillors and demonstrates the faith the public have in Labour’s vision for our fledgling city.
“Labour has won the most seats at the recent election for the second year in a row, yet no party has a divine right to rule.
“I am delighted that councillor Anne Jones will be serving as our deputy group leader and together we will speak with all potential coalition partners to see what paths are available.
“We will also do what is best for the city and will always serve to the best of our ability.”
Councillor Stephen George was the previous Labour group leader.
Both Mr Cowan and Ms Jones thanked their predecessors for their efforts in guiding the city and group through a difficult year.
Councillor Jones added: “I am proud to be serving as deputy leader under Daniel's leadership and alongside so many talented and hardworking Labour councillors.
“We look forward to strengthening our partnerships in the community and ensuring support and services for families in our family centres and libraries.
“We want to do the very best for our city and commit to delivering spaces and places, housing and homes that we can all be proud of.”
