A spokesman for Essex Police in the Rochford district said: "Subsequent checks showed the vehicle was being used without insurance and the driver smelt of alcohol, roadside breath test procedures showed a positive result, and the driver was arrested on suspicion of driving under excess alcohol, whilst the vehicle was seized."
A 22-year-old man from South Ockendon has now been charged with driving a motor vehicle when his alcohol level was above the limit and using a vehicle on a road without a third-party insurance.
He is due to appear at Basildon Magistrates Court on Thursday, January 18.
