A FRAUDSTER caught on CCTV taking a new fridge to an auction house after requesting it through hardship funds from Southend Council has been ordered to pay more than £800 in a fine and costs.

Malcolm Ward, of London Road, Westcliff, had applied for assistance from the Essential Living Fund - which provides support to residents experiencing crises - requesting the fridge among other items. 

The fridge was delivered on September 4 but footage later showed the 46-year-old carrying it to an auction house.

Ward admitted fraud by false representation against Southend Council at Basildon Magistrates' Court yesterday.

Ward admitted to the council's counter fraud team he had sold the original fridge, and claimed he had bought a smaller one. A council officer was shown a smaller fridge, in a neighbouring room which was not Ward's, suggesting that another fridge was never purchased.

Despite being advised to return the original fridge, he failed to comply.

Appearing via video link from Chelmsford Prison, where he was held for another matter, Ward was hit with a £120 fine, along with the council's costs of £515, a victim surcharge of £88, and compensation for the cost of the fridge of £159.59.

Paul Collins, councillor responsible for finance, assets, and investments, said: “The council has a zero-tolerance policy toward fraud, especially when it impacts public funds that are essential for delivering vital community services and helping those that need it most.

“I would like to thank the Counter Fraud and investigation team for following up on this situation and ensuring the funds will be recovered. I hope that this outcome deters others from trying to defraud the council.” 

The Essential Living Fund provides support to residents experiencing emergencies or unforeseen situations. This assistance can take the form of financial aid, domestic appliances such as fridges or washing machines, furniture, cooking equipment, or food vouchers, benefiting those in greatest need within the community.
