Could passengers on the Southend train not have intervened when they witnessed the abuse carried out on the dog by its owner?
If at least some attempt had been made to rescue the dog at the time this man may just have been brought to the notice of the RSPCA and subsequently the police.
Are we so used to seeing violence of all sorts on our screens that when it happens in real life we are only able to witness without trying to stop it?
