THE new Rayleigh central district councillor has been announced as tory candidate Cheryl Roe.
The by-election took place yesterday following the death of councillor Tony Humphries in September.
Cherly Roe received 406 votes, English Democrat candidate John Hayter received 218 and Lib Dem Elena Black got 117.
There was a turnout of just over 22 percent.
